What is the preferred glue for permanently mounting figures to bases and what is the best tool and method for cutting the pegs off of the bottom of the figure? Thank you so much, I need so cut the pegs off a new team and mount them and I am worried about breaking the figure base while trying to cut the peg off.

I used the cutter section from needle nose pliers to take off most of the peg. Then I held the figure tightly by the legs and shaved the rest of the peg off with an exacto blade until it was completely flat. Just make sure you shave away from you. One slip cutting towards you could be very nasty.
I glued my figures down with gel super glue.

I have used a small pair of scissors, and then a file to smooth the peg. With my Tchaa 4 bases, I have no peg at all on my figures, as they sit pretty low into the base.

Around a 100 grade sandpaper until the desired length is reached. And some poster putty/blutak to keep the peg in place without permanent glue. Depends on the base and peg of course.
